Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Monday, February 12, 2024, beginning at 7:00pm. Volunteer interviews will start at 6:00pm.



The Clerk’s office has prepared for consideration and approval the minutes from the January 4, 2024 – Reorganization Meeting and the January 22, 2024 – Regular Meeting.



This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all who wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.





There are two (2) ordinances for Second Reading/Public Hearing:


Ordinance 2024-1 is an ordinance and agreement appointing Cory L. Stoner of Harold Pellow & Associates as Municipal Engineer for calendar years 2024, 2025, and 2026.


Ordinance 2024-2 is an ordinance permitting overnight parking in certain spots in Lot No. 2/Main Street Lot.


There are three (3) ordinances for Introduction:


Ordinance 2024-3 is an ordinance to establish a Cap Bank. This is done annually.


Ordinance 2024-4 is a bond ordinance providing appropriation of $800,000 for renovations to Firehouse No. 1 and authorize the issuance of $760,000 bonds or notes.


Ordinance 2024-5 is an ordinance to amend, revise, and supplement the Length of Service Award Program (LOSAP) Schedule for members of Newton Town Volunteer First Aid Squad.



If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 


Resolution #69-2024* authorizes payment #1 for the Drainage Improvements Contract at Memory Park.


Resolution #70-2024* cancels grant receivable and appropriated reserve for unrealized Municipal Alliance Grant 2022/2023 in the amount of $468.98.


Resolution #71-2024* authorizes contract with Northeast Communications State Contract 83898.


Resolution #72-2024* approves 2023 appropriation reserve transfers.


Resolution #73-2024* is a resolution and agreement for professional services for the Municipal Court Judge (3-year appointment).


Resolution #74-2024* amends the Temporary Water/Sewer Capital Budget.


Resolution #75-2024* authorizes an emergency installation of a single stage RBC unit at the Waste Water Treatment Plant.


Resolution #76-2024* authorizes Aviat Microwave Backhaul & Tait Simulcast System and Accessories Contract pursuant to New Jersey State Contract.


Resolution #77-2024* approves participation with the State of New Jersey Safe and Secure Communities Program.


Resolution #78-2024* approves the extension of a contract for Schmidt’s Wholesale Water Meter Supply Bid 3-2022.


Resolution #79-2024* approves bills and vouchers for payment.


Resolution #80-2024* furthers historic preservation through a grant form NJ Historic Trust in the amount of $32,813 for the Newton Town Plot Historic District.


Resolution #81-2024* amends the Temporary Budget.



Morris Lake is one inch over the top of the spillway.


I was voted once again as Chairman of the Statewide Insurance Fund. The excitement is palpable! This is the fund that manages all of our insurance (non-health).


The public newsletter is finalized and ready for design.


Monica is diligently working on the 2024 budget.


Cory and I have an energy aggregation meeting later today to go over options for Council consideration.
